You can't be both a crown prince/paladin and also kill your own people. nobles who closed ports and ordered ships carrying plague burned were occasionally killed by their peasants in revolt.

This is exactly why Malganis' plan was so good.
It forced Arthas to cross a line and the only way he could save his face was to get his revenge on Malganis and end the scourge.
He was right but didn't explain why well enough to Uther, just tried to use his authority as prince to force obedience, then lashed out when he didn't fall in line. It was an example of why he was not ready to be king yet

He was, but he was wrong to abandon his kingdom during the midst of strife to chase down the dreadlord on an entire other continent. Should've ensured his homeland was secure first, and then reported to the king on what transpired.
Instead, he just took a bunch of men and fleets north and left the kingdom in turmoil.
