He's not. When they were young, and Dante hadn't even unlocked his DT, Vergil was stronger. Every other time they've fought, Dante came out ahead.

The only reason that Urizen is now way above Dante is because he has a magic tree jammed up his ass, draining the life of an entire city of humans and a bunch of demons.

Vergil is merciless and decisive. He never over exerts himself; he knows precisely when to unleash how much of his power and when. Due to his merciless nature, he has no self-inhibiting 'limiter' like Dante does. In DMC3 they were equal, but Vergil is always portrayed as the stronger brother due to his willingness to utterly destroy anything in his path.

Dante is the opposite. He wants to savor the hunt and the combat, prolonging it in whatever reasonable ways he can. This is exemplified by his style system, a series of self-imposed handicaps he puts on himself just so he doesn't utterly annihilate everything instantly and can enjoy himself while he fights. Same thing with all his weapons. He can clearly win with just E&I and Rebellion, but he challenges himself by switching between them freely so he can better enjoy the spectacle he is creating.

Vergil's motivation is to gain as much power out of fear, because he blames himself for not defending his and Dante's mother. Despite considering humans weak, his mother is just as important to him as she is to Dante. In the end of 3, when he is defeated, he lets go of the Force Edge (Sparda's keepsake) and the amulet (Eva's keepsake), and immediately reaches for the amulet, and not the sword.

In 3 it was because he has resolved himself to follow Sparda's legacy, while Vergil never has a goal beyond having more power to fix his trauma and insecurities. He's unmotivated

Now he's obsessed with power, because that's what matters in his eyes. He also holds some regard for those he cares about, but he's so fucked up he prioritizes the ability to protect them above their actual well being.
