Incineroar really wasn't that popular though. Decidueye seemed like the most popular starter from that gen, and even he isn't as popular as the more beloved starters

He was never intentionally picked from the start. He's a shillmon for a generation that had awful choices, there are way too many characters who have been neglected by Nintendo that honestly would have been nice if they were noticed rather than continuing to push the same tired IPs.
From the start of Ultimate reveals with Inklings, to Ridley, to K. Rool, to Simon there was a good flow of characters that brought an idea that this would be finally for fans and or ballot results, but then they put Isabelle, Incelroar and a Plant.
The gimmick of him being the wrestler archetype is already done better with Bowser.
He's a grappler without a projectile or any good defensive move to get in, and yet somehow Bowser, Ganon, and Ridley do his job better as grapplers.
His recovery is awfully bad. Despite it having it's moments.
His overall design and animations are actually annoying to look at, especially his cringy run.
