Not the user you replied to, but I definitely believe it's made from scratch, I just think the devs have fallen into the common fangame problem of flying to close to the sun: they overpromised, and they either do not have the passion or the ability to deliver.

It would probably be more work to reverse engineer Mother 3 than to make an imitation.

If they were lazy, they would instead make the game in something like RPGmaker, where the building blocks are done already.

The mother 4 fan project obviously had the sprite/RPG game systems done already, they obviously just got stuck at writing a good story and making a fun RPG

My guess is they just tried to make it like mother 3 and add nothing new to the table. They then realized how boring and stale the game would be because of that, and lost all motivation to finish it

Ex Mother 4 spriter here. Its not a romhack, its coded in its own Java engine. At one point waaaay back in its conception it was RPGM2K3. I was with the team with a bunch of other guys when they were looking for pixel work done but that only lasted about three weeks, because the dev in charge was a cunt who lorded his self insert's likeness over everyone else. Travis has a pretty fucked up history, but I think they finally sorted it out a long time after and didnt give in to his shit.

I don't think the developers are using unity. Not when it was called Mother 4 at least.

I'll consolidate my brief knowledge on what's changed.
Everything Mother, gone.
Everything Mother-patented (most significant being the rhythm-combo battle system), gone.
The plot-arcs that were related to Mother characters (some supposed Mr. Saturn area, for example) completely reworked. Apparently they didn't want to just give some OC Mr. Saturn in it's place out of respect, or something.
The game's also taking the whole 70s shtick further I think, with new battle backgrounds and different health bars relating to the theme, probably a different UI. PSI is VOX, radio magic or something, can't remember.
The general story and all original concepts (Modern Minds included) should be staying though. Mother games are typically (mostly) stand-alone after all.
There is definitely stuff they're hiding. I for one doubt we'll even see the game in any significant capacity until 2020. But I doubt they would have pumped years of their life into a GBA romhack.
