She is iconic for being a popular pokemon from a popular anime of a popular gen. Even the Detective Pikachu movie is referencing her traditional anime trope. It could've been Meowth but it was easier to just reuse Kirby's assets.

2nd best Pokemon after Nido King/Nidorino so yes. Has gone through almost no redesigns while Pikachu has gotten several over the years. Jigglypuff is like a crocodile. It's design and function is still relevant despite being prehistoric.
