Because Nintendo REALLY wants the Persona audience. That's why they made FExSMT Persona lite and pushed for Persona Q on 3DS.

The problem is Smash is a shittier MUGAN. You can never make "Video Game All-Stars" because there is no way to create consensus on who should be in and the licensing would be a nightmare. This is why Smash works better as a "Nintendo All-Star" because you can hone in and focus on doing that one thing rather than trying to represent ALL of gaming. If we judge Smash as a "Gaming AllStar" game, it's fucking trash. There is nothing from Blizzard. Nothing from Valve. No Ubisoft characters. And there are barely any characters from the major Japanese publishers besides Nintendo. This stupid mentality its being pushed by a director who adds stuff he personally wants and low IQ fans who want to make tweets like "If I showed this to someone in 2009 they would never believe it" or "WOW, looks at all these characters."
