i think blade runner was too serious to really hit people where it hurts. i think cyberpunk as a genre should generally be done as morbid satire, like a cruel self-deprecating indictment on ourselves for the fate we've wrought upon ourselves. i think blade runner, especially the new one, focuses too much on making the dystopian future seem cool and fancy, rather than just a horrible shitty mess where most people suffer for no real reason at all, and others live the most luxurious lives, completely undeserved as well. suffering in depicted as meaningful in blade runner, and technology is depicted as useful and interesting, whereas i feel that it should be the opposite: no one dies for a reason, and technology is nothing but frivolous toys for the rich. but perhaps it's fine that blade runner is it's own thing, judge dredd is much closer to what i think orthodox cyberpunk is.
but the one thing i think the blade runners do well is the theme of self-actualization. both movies contain characters that live meaningless lives, but manage to create meaning for themselves. in the end, it doesn't matter if all their efforts were for naught, what matters is that they were able to beat the sedation of their meaningless existence and controlled their own fates. i think this nietzschean philosophy is paramount to cyberpunk. as cyberpunk itself is like a satirical extrapolation of our society's current course, it follows that the death of the ideology would be extrapolated as well, and what seems like an existential dread over our society now would become more like an existential terror. the win-condition of a cyberpunk character is not beating whatever enemy they have, but beating this existential terror.
or perhaps i'm just projecting how i feel about the world onto the entirety of cyberpunk. hopefully some day when i finish my game project i'll be able to put my dumb shit in it

I can see this, it is very obvious in the visual language of the film.
The old city and the new city play into the theme of the changing of the human condition as technology expands. This is visual storytelling.
You can see it in a couple of shots, most importantly the Major in her room looking out of the window, the conversation on the boat, the ending scene and the scene where the Major catches that garbage man, just as he reaches the divide between the old and the new.
I don't quite get what the way a city looks has to do with cyberpunk though. Besides, we all know that the most cyberpunk thing is a bright blue sky and a space station full of Rasta hackers who smoke weed every day.

The idea that the genre is defined by either aesthetic or how far in the future it is set is ridiculous. It's core is the debunking of the science will fix it all idealism.
Delivering that message is the core of cyberpunk and from there you can go about it any way you want.

This has literally never been done. All the D&D adaptations are fairly straightforward too. Nowadays it's an even more unrealistic idea because the standards for assets are ridiculously high. Video games will always feel very focused and narrow compared to tabletop RPGs and this is OK as long as the focused part is good.

Even back in the day of 90s PC gaming player classes usually just meant different stats and skills with maybe some minor differences here and there in the story. Lots of P&P classes don't translate well into video game gameplay and making the world reactive to surprising details is much more work nowadays because you have to do additional voice acting, animation and such instead of just writing a new line of dialogue.
Also joinable factions aren't inherently an important part of a tabletop RPG (they do make an open world video game RPG arguably more fun though)

Add into this the dissolution of the boundaries between reality and the net through the use of cyberbrains and the creation of new social structures within.

There's various places where due to the nuclear war and poltical chaos that are no man lands of abandoned megastructure slums. I do not see any of those in the film, there is no collapse, maybe something happened in the past, but things seem to be going mostly alright and well ordered for everyone.
I see that there is smog but why is it so blurry? The gameplay video didn't have it, but every single screenshot looks like I'm looking through a plastic bag.
Neither is Blade Runner.

The film has the same exact situation geopolitically and within Japan as the comic and shows several of the stories shown within it albeit framed by Oshii so it's got more focus on spirtuality. This is also shown in the film so go fuck yourself.

Short answer is we don't know. Logical guesses are:
Jackie probably will gift the car to V early on and will likely have performance upgrades and visual customization options.
You might be able to buy new vehicles or steal other people's. But this isn't a GTA game, it's primarily an FPS RPG and I'd expect the car physics and selection to be fairly rudimentary. The'll likely treat the car in a similar manner to how they treated Roach in W3.
Flying vehicles will likely not be pilotable outside of certain missions, I believe CDPR have stated they don't want the player to fly and that may suggest that the city is arranged in a manner that would not make sense when viewed from above.
Trams and busses etc are probably going to be the game's fast travel system.
I'm going to be disappointed if the 2077 doesn't have a 2 MHz mobile (aka suitcase size) computer because the sourcebooks had that

Cyberpunk doesn't have solid defining features, but there's a few elements which crop up consistently in cyberpunk works that I would consider essential. Others may argue otherwise but they're wrong.
1. Near future setting. This is a must and a good way to help define a work as cyerpunk rather than a crime focused space opera or such. FTL and aliens don't really fit into the genre, except as maybe a mention or a possibility (see Neuromancer with contacting signals sent by alien AI right at the end as a 'woah' moment).
2. Focus plot/character wise on elements of society or individuals who are considered lower end, sketchy, criminal, etc. Can be cops engaging with them or journalists or focused on the criminals themselves, but there's got to be the grime in place.
3. A HEAVY focus on network and information technology either to help resolve/cause problems or focused on in the plot. Either the protagonists are using this tech or the istuation is caused by this tech, or something related to it, but it's got to be there.
Those three are the key elements I feel from spending far too much time reading/watching cyberpunk stuff. These elements crop up time and time again. The rest of the stuff is common, but not vital to the genre and exists in other stuff. You can have sci-fi stories set about criminal hackers huge cities hunted down by cyborg cops in many a sci-fi story, but no one is calling the The Long Arm of Gil Hamilton cyberpunk.
It sounds like techno-thrillers are how a story is set up and the details of the technology are a big part of it. I think a techno-thriller can totally take place in the cyberpunk genre.

This. Fuck's sake, i don't see why so many people whine about this. I far preferred having a populated city that felt real in Witcher 3 to having a dozen or so people with dialogue you can exhaust in five minutes unless they have a quest attached to them in Skyrim making up the nation's capital.
None of that shit actually matters though, aside from going anywhere and the outfit, etc. But in TES, the go anywhere actively hurts you because they scale it so you can go anywhere and do anything at any level so to avoid people not going through Todd howard's themepark ride quest design.
Also in vanilla TES games since Morrowind you've got barely any customisation of your outfit. Skyrim was appaling in this.
