Usually fire, sometimes water, never grass. It all depends on the final design and secondary type whether I go with fire or water. There's never been a good grass starter for me.

I have no expectations for Pokemon in the future. It peaked with Gen 4, the last really good game was Gen 5, and the last decent game was XY. Everything after that has sucked major shit. I'll still play Showdown though.

They seem determined to stick to grass/fire/water, but they have played around with giving starters secondary types that change the pattern. I think gen 4 had grass/ground, fire/fighting, water/steel so the second type was strong against the type they're weak against. And gen 6 had grass/fighting, water/dark, fire/psychic, so they all had two type advantages on the one they're strong against.
Basically I don't think you can expect more change than that, they'll always start out as grass/fire/water.

The "why" is because it's the only type triangle that works perfectly for the purpose starter type trios exist. Making them secondary types would mean they don't show up until the pokemon has evolved, even though the entire point of the triangle is to teach a basic game mechanic early on. Unless you're proposing that they have two types from the get go, but that kind of defeats the purpose of making the usual starter types secondary.
