HL3 has not been in production hell for an extended period of time. If it was being made, attempts to finish it were probably halted around 2005-2006.

Pre-production likely started back up in 2012-2013, more exploratory than anything, with real production starting in 2016-2017.

Half life 3 will never come out. There might be a VR game set in the Half Life universe kind of like The Lab game.

But we will never get Half Life 3. No game in development hell or a game that's been as hyped for as long as half life 3 can ever suceed, it will only cause backlash.

Btw, VR will also prove to be a failure for valve just like the steam machines.
