There is no reason for the challenges to be online. Custom contracts and leaderboards are intrinsically online stuff, but the challenges and stuff are directly related to unlockable equipment, starting locations and other planning elements and they really shouldn't be tied to connectivity for exactly the reason pointed out in OP.
Big Hitman fan, but I've skipped both versions this gen. Sandbox levels are fine. But there's almost no story, no gear load-outs, no Ballers, no offline-only. What the fuck are they thinking.

So thanks to shitty internet provider Vodafone I had no internet for a week. It's fine cos luckily I had downloaded a couple of backlog games to run through right before. Now when I wanted to launch total war warhammer 1 it said it had to be launched through online steam... If course I was not and still am not happy bout this. Fucking bullshit that you can only launch a SINGLE PLAYER game if your online...

I get the criticism but look at the offline sequel to one of my favourite series, metro exodus. That’s all offline but incredibly disappointing.
What makes you guys think this content will stay locked behind a online access log-in? A lot of games just release a patch for offline access before servers die.
If story doesn't matter, then IO shouldn't waste their time coding, recording, and writing one. Either do it and do it right, or leave it out entirely. Don't half ass it with lazy little tidbits like in the last two failures they call Hitman games or I said, it's a fucking waste of their dev time.
PC gaming used to be great before the cancer that is Steam and other "online activation" services. And then when consoles decided they wanted to be more like PCs, they unfortunately decided to copy today's AIDS positive PC games, with online activation, DRM and microtransactions.

The mission briefings are pretty cool though, definitely a step up from previous paragraphed briefings

Almost every classic PC game has some must-try mod associated with it too

What are you on about, Steam has made PC gaming a thousand times greater than ever before. It is now far easier to get any game you want on PC. And Steam can be used in offline mode.

Playing offline wont give you unlocks, challenges, doesn't even give you any scores after the mission.
Hitman is my favourite franchise so I can make an exception, I really think it's that good.
With that said I always rather buy games from GoG whenever possible, drm should just dissapear
