The only flaw in the Kotatsu is that Japanese ones are so small... I made one that is much larger with a coffee table. The best warmth to stave off the michigan winter cold on the extremely cheap.

I may try one of these lower-powered heaters I found on Amazon, like 150w which are just a flat panel, and attach it to the table with a piece of insulation just for safety. leg room is at a premium under here and if you can get it flat as possible it's probably amazing
