The exposed sections of the diving suit do a good job of making him look scrawny without any other characters for references since his suit looks like a shell around his smaller frame.
The blue collar makes him easy to pick out among other characters with colorful designs or the enemies.
The more metallic design is clearly of an older steam-driven era but it's trying to be more functional than ornate (for the most part)
