Everyone wants to branch off the little differences each game has as an entirely new genre. Even the games present themselves as Stylish Hard Action and Infinite Climax Action. Bayonetta is definitely a top tier action game franchise, and I mean actual action game not that generic tag used for nearly every game ever made

No. The perspective is not sideways and there is no co-op, They are just generic action games.

They're not exactly the same thing, but I'd say they're an iteration of the same concept. Your archetypal "beat-m-up" like Streets of Rage or Final fight emphasizes co-op and utilizes a relatively simple move set, demanding near-perfect performance from the player(s) to complete the game as a way of providing challenge and extending play-time. Conversely, games like DMC and Bayonetta are almost exclusively single-player, and provide the player with a diverse roster of moves and difficulty options; their challenge comes from ranking systems. Ultimately, both games are designed to be played many times and provide the player a great deal of challenge, but they take different approaches. I think this is probably because old-style beat-em-up games are essentially arcade games; most of them literally were at some point. On the other hand, games like DMC came from an era of experimentation with 3D home console games which really shows in their often over-the-top art direction and unconventional emphasis on combat that is complex, but doesn't require you to mater it to beat the game.

TL,DR: Final Fight and Too Crude Dudes are basically DMC's and Bayonetta's parents, similar but still distinct in significant ways.

I've always felt like 'cuhrayzee' games were a modern offshoot of beat 'em ups, but with far more complex and modernized gameplay. At the same time, we do have the occasional more modern beat em up game, like the NMH games, Madworld, and even the Batman: Arkham games kinda.
