Sam's is a no-bullshit man-to-man rematch and has one of the best songs in the game, and fighting your mirror/rival is almost always the best fucking thing (see Vergil, Vorkken, Jeanne, etc)
That said, Mistral actually surprised me the most because she's the first real boss you fight and her theme wasn't spoiled for me like constant RULES OF NATURE and TIME TO LEAVE THEM ALL BEHIND memes had.
Armstrong still the best though

Monsoon's the only one out of the four that puts up any sort of fight
Disappointed they didn't round out the Ninja Turtles moveset with a Wind that uses nunchucks.
Sam's is probably the most fun, considering everything about it, but it's probably my second least favorite song, ahead of Red Sun. Monsoon had my favorite song, so I look forward to his fight the most when I replay it.

They’re all pretty much unfailable unless you really fucking suck at character action games. MGR is one of the easiest games in the genre.

Sundowner and Mistral were a bit too easy, will admit. Probably blade wolf too I guess, but that’s only after you git gud at parrying, which is basically what he (and monsoon) force you to do.

Khamsin has the best theme with one of the most lackluster fights though,

Monsoon is overrated, it's so easy to block his shit, and you're almost bound to parry sooner or later

wait, what? its easy to cut his shields off. even sister somehow beat him by using the defensive move that lets you dodge and quickly get behind the target attacking you. she just beat him in the back until he was dead.
