Basically is gimmick is being able to switch out his sets of guns with different loadouts. Each weapon would have it's own property like the Dual SMGs being able to slow down your opponent while also dealing small amounts of damage quickly or the Carbine being able to do greater damage at a distance but lacking hit stun but doing less damage up close while having hit stun.

I feel like Rayman has the potential for some unique strategy since he's limbless. He would have the best crouch in the game since he can fall apart and reassemble himself. He can also be a long range fighter that can send his fists flying across great lengths. Of course in order to make him not broken, he would be a light weight, not do a lot of damage since he doesn't have muscles, and his fists will take a while getting back to him.

Waluigi is a character that many people would say doesn't have a moveset to pull from, but they forgot about all of his sports equipment and dance moves he has
Also, he's wario's brother aka the character with almost the strangest moveset in smash, so it wouldn't be hard to make him just as strange
For example: up air is a spike, or to grab he uses his legs

Other than that, maybe a weapon durability system, pic related. being able to upgrade moves that use tools, but with them also being able to break and downgrade, or just being completely unusable for a while if you don't charge them back up, and starting back at wood tools after losing a stock. Basically a combination of Robin's tomes and Cloud's limit.

Started as an echo, still doesn't use much attacks or such from his series/games and relies a lot on the echo status(Luigi doesn't have any unique skills from his own games, only Final Smash is from Luigi's Mansion for example)
Part of the reason is that the fans of the characters don't want their main to change too much
But its still annoying that there aren't any uniqueness to luigi, except his physics and movement.
Otherwise he is Mario with few different moves. Just like Falco or Isabelle. Though Isabelle has quite lot of own moves compared to Luigi
