Going back to their roots and making a 3rd person arcade shooter where you do jobs for various crime syndicates with a basic story for a video game rather than write something clearly for a TV show. Fuck the "realistic" way of making GTA V forced down your throat by making you play the stock market. You do missions and get money or you do side jobs to get money. You know, things that are engaging and fun rather than looking at an in game phone to see which made up companies I should by stock in. Just have one protagonist. That's all you need. Vice City took EVERYTHING that made GTA3 and made it good. San Andreas greatly expanded upon Vice although it's respectable to argue that Vice City had more charm with its 80s throwback and more focused content.

GTA5 was way too modern and you could tell they were skirting around more serious political issues because they genuinely don't know the outcome therefore couldnt make hindsight jokes. Not only that but you really can't 'feel' a decade until its over in my opinion. The 2000's are pretty obviously ultra hardcore american nationalism combined with 9/11 panic, but the 2010's? Hard to say since we're still in it. I'm really not interested in GTA mocking something so recent and not fully understood the impact of yet.
I'm a boomer and I think SA is the best GTA story wise. Vice City was the refinement of the 3d engine compared to GTA:3 so a lot of people look back on it fondly. It also had a good soundtrack that captured 1980's maimi really well.

If Rockstar would be brave enough to venture out of the U.S. and research other cities during certain time periods I think they'd find a lot of more grounded material. How about Berlin in the 1990's after the wall fell? I don't know much about it but surely the clash of cultures makes for a really cool setting? How about Communist china after the communist party took over and its your job to literally starve your family and friends to death to show them how cool and hip communist is while also committing mass genocide? Texas - Houston, Dallas, San Antonio and Austin all within driving distance from one another with different cultures to parody in each. If they want to go with multiple characters again they should each have their own city to operate in. Have drug running across the border be the focus of the game so it becomes more about car chases again.
A more interactive game world, is a prime example, and if the characters are like describes then I want to see the changes in neighborhoods/cities depending on which ones I'm committing or stopping crime in.

Tommy IS the 1980's Miami and personifies it same with Carl in the 1990's Los Angeles.
Think of it this way, people who grew up and understand the 2010's the best are still kids and can't make video games yet. Rockstar is made up of old fucks who understand their generations best and therefore can write for those eras the best.

Texas sucks though. But more importantly, GTA games aren't just a setting in space but also important time periods for those cities. Miami in the 1980's was the American hub for drugs, decidence and the final straw for the Mafia before finally collapsing. Los Angeles in the 1990's was exploding financially while also seeing gang and police violence increase due to poverty rates increasing and just how corrupt LA officials were.
GTA 4 New York post 9/11/01 experienced as a foreigner like NEEKO BELEEEK, do I need to explain that one? Probably not.

How come in all these open world games nobody ever has an phone/ipod with headphones? Why can't I listen to the radio music when I'm gunning down blacks in alleyways? GTA 5 seemed like the perfect setting to give the protag a good pair of headphones, you could animate little wires poking out of their ears, show them grabbing it out of their pocket when you wanna switch stations like their cellphone. Or just combine the two. It really boggles me that they haven't done this. So many times I wanted to keep listening to a track I was enjoying but I had to get out of the car.
IIRC in 4 you could get out of a car and the music would keep playing, that was awesome.

If we ever get Texas, I'd want it to be set about a year after Katrina. In real life that's when a lot of New Orleans/Baton Rouge gangs moved west to Houston after their neighborhoods were destroyed, thinking that Houston would be an easy target. Instead they clashed with the Mexicans, and for about two years Houston PD adopted an unrepentant kill on sight attitude towards out-of-state gang members.
Playing as someone in one of the Louisiana gangs or as a local gang member trying to reclaim your turf, or even better as a cop with free reign and brass that turns their eyes to atrocities as long as the gangs are kept under control, would be fun I think.
San Andreas got PS3/360 ports but it's the shitty mobile versions.

I imagine alot of people will think that this idea is dumb, but I would love to see a mainline GTA set outside the states. I don’t even have a particular country in mind, but having it set elsewhere would allow for different types laws, crimes, vehicles, weapons, characters and overall aesthetic.
