What are some previously unfinished games that are good now? Genuinely curious if there's something I should pick up for cheap.
Some say No Man's Sky really turned around after about a year. But I never played it so I don't know personally.
There's the Division which its sequel is coming out so I dunno

Warframe, For Honor, Siege, NMS. I can't vouch personally for any of these though because their bad launches kept me away from ever playing them in the first place.
Never because that's how development for multiplayer games works. If you people had half a brain you'd realize that even in your "golden years" multiplayer games launched with only a fraction of the content they ended up with 12 months down the line.
Red Orchestra, Killing Floor, Team Fortress 2, Red Orchestra 2, Killing Floor 2, Running With Rifles, Terraria, Counter-Strike: Source, the list goes on...
Warframe is free so at least they don't ask you money for an unfinished product.

TF2 was far better at launch than it is now.

Perhaps, but that content was usually just more maps. TF2 is an extreme example but I'd say that's mostly because Valve used it a guinea pig for lots of things. If anything people should look at TF2 as a game that received too many updates and is just a horrible mutant clown at this point.

All of that content was free though. TF2 wasn't an unfinished buggy borderline unplayable game back when it first launched.
The current state of TF2 is besides the point. It came out in 2007.

You’re missing the point entirely. Fallout 76 released as a barely working piece of shit for full price that only started giving free content because nobody would play it otherwise. TF2 released as a fully featured game as part of a bundle, that also had free post launch content.
You’re willfully ignoring the fact that FO76 was flat out broken when it came out and had to have its entire roadmap changed to try and retain/gain users.
Fallout 76 is a buggy borderline unplayable mess that costs $60 and is further monetized by microtransactions to justify the "free" updates. TF2 was a $20 game sold as part of a bundle and released new maps and weapons without any microtransactions until 2010, 3 years after release. The two are not even remotely comparable
I always buy games like a year and a half later once all the DLC has released so I can get the "full game" edition at a discount.

If Splatoon was made by any Western AAA company the new maps would require a paid season pass and the added weapons/clothing/tickets would all be microtransactons
