No she wasn't. Her design was going to be used for a character who ended up getting combined with a separate character to form Makoto. Later they decided to re-use that design for a different character who is Hifumi. The other character would not have had Hifumi's personality, she just would have had a similar design.
Disliking Makoto isn't a good reason to shove Hifumi into the party.

I disagree, I do think P3 did a better job of spreading out a character's prevalence in the main story seeing as 4 and 5 you just get all of their development over a month and then they're static for the rest of the game, but I don't like how P3 handles S. Links with your party members, and even though they were more spread out in their focus, very few characters made an impression on me. What P3 did well that P4 and 5 do less so is it gives every character a relationship that has nothing to do with the MC that lets you see the character when they're not around the protagonist and it lets the game have some engaging relationships seeing as most of the relationships in 4 and 5 are between the MC and someone else, but the MC just chimes in with whatever you want him to say every now and then so it's not as engaging as seeing two established characters. In 4 you only got to see stuff from outside of Yu's perspective once and it was only because he was in prison, and in 5 you get a decent amount of stuff with Makoto and Sae which was good, but a lot of it is just a way of showing you what Sae is up to and doesn't focus in on the relationship between the two, and then there's a scene with Makoto and Ann but that's not much either. I think more of that kind of thing would be a much better way of keeping characters in the spotlight than no S. Links, which I don't think did the P3 cast any favors at all.
