Because he is just lucky. I can understand Izuru having physical or mental talents, but supernatural stuff or things that have to do with chance makes no sense for him to have.

He has "Ultimate Analyst". Despair arc of season 3 retconned it so that Junko apparently had the ability to copy talents with this talent. And Izuru has it too, so he can copy the "Ultimate Loser" talent if he wanted.

Makoto's luck seems to be a weaker version of Nagito's. So he doesn't experience any tragedies as bad as Nagito, but he also doesn't get as good of a return from his luck either. Which is why he didn't know about it and thought he was normal.

Naegi's luck works in that it initially seems like he's experiencing bad luck but in a roundabout way it ends up being good luck.

Izuru might just be able to manipulate his luck to work in his favor more in situations it matters most, while Nagito just goes with the flow and expects his luck to get him through.
