Mods for consoles will always be a meme not only because of hardware limitations, but also because of the rules and limitations created by the publishers themselves.

Would be pretty cool if Forza Horizon had mods. Besides needing the windows store that's my only major complaint compared to games like Asseto Corsa which has a massive modding community.

Bethesda was aggressively greedy about it, and never tried to solve all the korean-tier monetarization issues of the system, they just created a barely usable platform and demanded money for it. They did it this way because that is how it worked for them when they released the horse armor DLC for Oblivion, they expected that the community would eventually just accept and defend the platform on their own.
Even with if we skip monetization issues, creators' creativity still are limited by publisher's demands. The whole thing will always fail because publishers can't find a way to work WITH the community.

The great majority of the modding community hates people who create mods for money,that's why Bethesda found no support.

They're going to monetize it eventually. There is no reason for AAA-sponsored "mod platforms" to exist.

The only advantage I can see coming out of this is more AAA games being modding-friendly. But they obviously want to profit out of this somehow and we all know where this is going.

Everyone hated the idea behind DLCs back then, and now we see people paying for a chance to get a specific waifu.jpg file from portable gachapon simulators.
I don't think it's impossible idea, even if I don't approve it either. Team Fortress 2 and Warframe are essentially selling mods with their workshops, and the majority supports the idea. Publishers just need to figure out how to approach the community.

Making internet videos used to be a hobby too, now we have adsense, patreon, etc.
Any content can be turned into money with the right approach.

Of course they would enjoy getting paid, but if they want to make paid content, they have to commit to certain standards.

Bethesda's Steam paid mods were a complete joke, almost all of the mods were complete trash overpriced garbage and still sold insanely well. There were literally oversized weapon models ripped from other games that clipped through everything being sold for something like a dollar, and a shitton people bought that crap.

Not to mention the whole ordeal created an unprecedented amount of drama in the modding community that no one ever asked for.

Maybe in the next decade,Paradicks can try all they want but there will be a shitstorm if they try to monetize mods on PC for their grand strategy games right now.

I recently saw Johan (the lead dev) getting downvoted by everybody when he said that Paradox games are going to have more "mana and mechanics similiar to their most recent games"

If someone wants to put a price tag on anything they've made, then that's just their right, and that's just a general rule, not even talking about videogames here.
If someone makes something for someone else's product and the copyright holder wants to come to an agreement with them so they can both put a pricetag on it then that's fair too. The only person would disagree with this is someone who is a bit of a leech and has never created anything in their lifetime. No one is entitled to the product of someone else's work.
People can still totally release their work for free if they want to, but their choice, not your privilege.
