She's honestly fine in SD even on Lunatic - Upper Mid or High tier. Ii'd say High with the only real negative she has going on being you take a turn count penalty on the map you recruit her since you could just warpskip the map.
Best of the three easily since she can instantly use Silvers with her B rank lances which allows her to easily get experience to keep up and surpass most of your better units. Her speed stat doesn't grow that fast but she has a lot of levels to proc it and with the way the growth rates go up when you fail to level it she winds up mostly fine in terms of speed. The units I'd compare her to most directly are Cain, Abel, and Hardin - but she does wind up significantly more durable and harder hitting once she gets some levels beneath her in the late game. The speed should be an issue but she isn't getting doubled except by the fastest units (whom double quite a number of units that are still considered good) and as good as the cav trio I listed above are - they don't really double the faster enemies without class swapping either to a faster class late game in an efficient speed run.
She's just instantly useful on the maps after she joins too since there are a ton of mages, cavs, paladins, horseman, and draco knights for her to help out with. There is still a lack of promo items by then and most of your units are between level 14 and level 16 by then so the gap between her and the main army isn't very much and it closes quickly.
Palla is a solid unit that goes completely underrated because of FE fan's fixation on speed growths when her speed base of 6 is more than fine to keep her relevant into the late/end game. More speed would be nice for her but she is solid enough to make up for it and fixes do exist in the form of dynamic growths, class swap, and speed wings in the late game.

The paralogues you get in SD for losing units added characters too. A lot of them made their way into NM, maybe you're mixing up their origins since it's very easy to miss them in SD.

Even with the team mostly the slotted the reason I find her still useful immediately is that she has flight and with Barst, Caeda, & potentially Merric or Lena taking the first three Master Seals - there is a severe lack of competent flying units going into the Desert maps and the maps right after that even if Abel, Cain, or Hardin use seals - you still want an extra wingman to trade ridersbanes around with them and finish things off with a silver lance. And that's what Palla is instantly useful for.
She can also just free roam the desert map with Caeda, Minerva, Catria, and fucking Midia (as a dracoknight) of all units taking out all the mages whilst your other units push the objectives and go for chests. And this is on fucking lunatic.
