In Smash 4's case, the roster was locked down back in early 2012, well before Tropical Freeze was announced. The most recent DK game by then was DKC Returns, which only featured DK and Diddy as the main characters.

Right after finishing developing Uprising, he began development for Smash 4. Palutena was expected and Dark Pit made sense cause Kid Icarus was on his mind early on. Fire Emblem games are still being made. The characters don't return but the series has been somewhat consistent with releases.
Kid Icarus had a future when Pit was added because Sakurai probably already planned to make a sequel, and a successful recent game when Palutena and Dark Pit were added meant the series could always continue to have a future even if Sakurai didn't want to be the one keeping it on life support. Fire Emblem series has never stopped, the series having a rotating cast doesn't matter.

And the only other option would have been a projectile spamming archer and that wouldn't have been as fun. Inciniroar was the same exact case as Greninja. There was a slot set aside for a Pokemon to represent Sun/Moon and it was left open to decide at a later date because, at the time, there wasn't anything to pick from yet. Once the games were further along in development and some mons were available, Sakurai was show a few and he walked away considering Inciniroar or Deciduaeye, ultimately going with Inciniroar because he wanted a fighter with a wrestling moveset. This was all done before the public even knew who the starters were, just like Greninja. By the time Sun/Moon had officially been revealed, Sakurai had already made his pick and (not like it mattered because people here conveniently forget Inciniroar was pretty well received upon reveal) it was too late into Ultimate's development to shift gears.

Uprising has nine weapon types, Dark Pit uses five of them throughout the game (not counting the chapter where you play as him), out of which only the bow has any overlap with Pit's Smash moveset.
Instead of using his staff (for anything but his final smash), club and cannon, he just uses the same shit as Pit.
