If you do this though, have a bit of healthy paranoia and be mindful of your work contract. It's not uncommon for those to have clauses in there about personal side-projects being property of the company if you use company resources, work on them while on the clock, or can be shown to have gotten the idea while engaging with company IP. Basically if you use them to springboard your skillset, never mention your own project to anyone in the office or bring it onto the property, and forever deny having come up with the concept or worked on it while employed there.

Typically all employees at a studio are eligible for playtesting, but you are still expected to do your job during work hours(QA in this case). Usually playtesters are brought in from outside so that they have no preconceived notions about what the game should be. But, at almost every studio, game designers are open to their colleagues walking in their office and chatting about specific features.
The exception to this would be if you're a third party QA contractor that doesn't actually work for the company.

QA people are not better or worse, more or less valuable at playtesting than anyone else. They have the same opportunities to playtest as other people in the company, and have the same channels to report feedback as others as well.

Testers are not inherently qualified to weigh in on what is and isn't good level, game or mechanic design. Some are, but it's not guaranteed. The only thing close to that I would concede is that as QA we get an overview of how everything fits together that much of the team does not, and sometimes we are embedded with depts and have the opportunity to offer feedback that contributes to changes (the much praised control scheme for my last studios ps4 title, which made use of the touch pad in a neat little way for one of our mechanics was my idea) but in general, QA are not there to give feedback to designers on how their level should be. We're there to write and run tests to make sure it all works.

The thing isn't that you can't be an idea guy, it's that you can't be JUST an idea guy. Idea guys are the directors, project leads or game designers, all of which involve a lot more than just coming up with cool ideas.

That's often how it works in smaller (indie) studios, but wouldn't be feasible in larger developers. I know some studios allow any employee to pitch ideas (Valve is especially big on this), but it's rare that a game actually gets made like that unless the guy pitching the idea is already well-known for other (successful) games.
