Not quite, youtube channels are assigned MCNs who act as manager middlemen to Youtube and get your check first, take their small cut then give you the check 45 days later. When the MCN went belly up there's essentially no money to pay out these channels because like any company that goes bankrupt they can't fulfill paychecks if no money exists and any that does goes to liquidation/debt/creditors/banks first. The 1.7 million was a estimation based off assumptions on how much they owed all their creators total overall, unlike his clickbait video it was not in fact stolen and that was bullshit to get sympathy and views. He'd lose revenue for one month of views, so it's like if the company you work for shuts down and you lose the final paycheck. If you live paycheck by paycheck this can be devastating, if you're a rich tuber with a big house, assets and lots of money it's a drop in the bucket. He would get a normal check from youtube itself the next month so it's a short income delay.
