The villains were completely unbelievable and weak. Even when other villains enter the scene they aren't much better. Never once did I feel threatened by any of the bad guys. I never felt like they were going to give me a challenge because throughout the whole game they never do.
If they had locked away being able to repeat outposts til the end of the game it would have been much better. It was way too easy to just do some busy work and get what I needed to take on elites.
Outposts and excursions should have been left until way late in the game.

Also the grinding into strongholds is lame. Expeditions are cool, but easy to glitch and beat.

Story is just "I couldn't care less" for me.

While trying to get freedom for your people from foreign governments and the false gods of the tribunal is nice, his methods were terrible and result in more harm than good. Creating blight monsters and using dreams to brainwash people into joining you so you can mutate them into monsters isn't the most endearing of things you can do. And if I remember correctly, if he got a hold of the tools, wouldn't he have inadvertently destroyed the world?

I have to give him points for trying to finish that giant robot though.

His ultimate endgame was absorbing all of Aurbis into himself and becoming a not-Godhead. There's no way Ur was a good guy, but he probably didn't know any better.
