The Last Story on the Wii had a town that look very similar to your pic that you could explore. From tight spaced alleyways to the sewers and such. God I miss this game, I liked bumping into npc's and be called a peasant.

Gravity Rush 2. Exploring the cities in first person mode is amazing. You can use the controller's gyro to look around for a pseudo-VR effect. I wish it was PSVR compatible.

That and Pandora's Tower are some of the Wii's best games.

It plays like an arcade beat-em up with RPG elements. The towns are littered with all sorts of mini-games and side activities.

the view from that bridge is very nice with the three churches, the belfry and also the neogothic post office in one direction and all the little houses and the castle in the back in the other direction along the river. but is there anything else to see in ghent?

It's very similar to shenmue. Many consider it a spiritual successor since it has the same director and everything.

Saint-Jacobs' church is pretty nice, and the nearby Friday Market square is very tourist friendly.
Saint-Peter's church and square are also decent, but less tourist-oriented.
Other than that, there's bits and pieces scattered around the city, like the Rabot towers, but they're not obvious to find.

The festival of light is really cool.
