I was also drawing bad stick figures until I was 15, then I started practicing anime eyes like an autist which was 6 years ago. I constantly dropped drawing because of frustration. You can do this in any of the better drawing programs (Photoshop, SAI, ClipStudio, Krita,...) if you set up your brushes well as this can be done multiple ways. Using watercolor brush in SAI, gradual colouring and blur tool, smudge tool in Photoshop, brushes with high dilution etc. It's highly likely his method won't suit your art flow well so play around with your brushes, their opacity and other settings. ClipStudio has a nice brush sharing platform so browse that place too, to find something that suits you and try it out.
If it ain't broke don't fix it unless they're a plot relevant demon in a game personally. Though it's odd with the sprite based games how you essentially got a clash between the SNES era artwork, with the Late 5th-early 6th gen redesigns from Devil Summoner, and his modern designs from nocturne onwards, plus Doi's new stuff all in one game. Should just get a universal redraw
