Ultra is almost always a meme.
I have a 1060, 12 gb of ram and a ryzen 5, and Witcher 3 runs at 60 fps flawlessly on high and dips frequently on Ultra. I barely notice a difference

An nvme ssd takes between 10-100 microseconds for the CPU to access data, vs ram which is 200ns
Being able to keep all of windows and ram, and the entire game, and all maps significantly improves both load times, and if you're too poor to afford enough ram, prevents assets from being paged
