Yeah it's pretty good right now, especially the version with all the dlc that goes on sale for ~$20 on various resellers like every other week.
I got my couple hundrer hours of fun out of it a couple months ago.

I just finished the 1st part of HnK so my biggest complaint is the lack of Raoh. I want to fight people while riding a horse and his super form is just him getting off the horse.

Outside of that, i think the biggest misteps is the lack of more Jojo reps, in particular Giorno and Diavolo, considering the anime is airing right now they could capitalize on it.

It's alright. It can range from boring to really fun. It's usually really predictable because Ryo is a fucking beast who usually has everything under control even when shit seems like it's going extremely wrong but I didn't mind it too much. The best moments are the ones where shit actually gets real for once and Ryo is actually in trouble, and dumb but amazing moments like this:
