In order to get the rights for sora not only you have to deal with SE, but with Disney as well. That implies spending more resources to get the licenses for the characters and music.
Neku, on the other side, belongs exclusively to SE, which means that getting his license would be much easier, and since TWEWY FR was released not so long ago on the Switch, his inclusion in Smash can be used as a way to advertise his game, something that characters like Geno can't do.

Yeah, mostly because of the port. The KH tease was obviously planned. Just like Versus, Nomura can't let go of TWEWY (despite not being the main man behind it). The game is not in Kingdom Hearts because of fame, it was because of Nomura's preference.
