It's much rarer than character drawings, but it happens. I have a hard time seeing your specific example getting done, since FO3 isn't exactly beloved for it's scenery, and usually when people do draw locations it tends to be to natural landscapes rather than a building or city where they'd have to get out the straight edge and vanishing points.
