Stats wise, no. It's actually TOO GOOD at it's job. Worse unit stats wise imo is Firebat. Only good vs Zergling and Workers, but sometimes you need them.
Use wise it's between it and Ghost. Devourers and Valkyrie are also up there since the condition under which it makes sense to build them are rare.

Because SC2 has Liberators which makes it incredibly difficult to make asymetrical maps without having some spot that is just utterly busted where a Zerg or Protoss just can't hit a Liberator sieging their mineral line without Spire/Stargate.

It's not even restricted to BW, it's the same in SC2, Korea is all the best Terrans, but there's only like 3 passable Zerg players.

Part of that is to distract and slow down the opponent, otherwise they will just do the same as you. Hence why they threaten the front of the base with that against Protoss and why they have the muta cloud against Terran.

as far as I know terran upgrades scale the best, so terran late game is the stronkest if they get to 3 3 and can handle all their units as well as zerg does. That's why flash plays terran as far as I knw.

The hydra bust serves more to slow down the protoss and make sure they don't get a 3rd base too early. Also double as defense vs Corsairs. If you don't slow the toss by 10 minute or so he's gonna be maxed on 3 base and murder you with almost no recourse.

I'm not against making hydras and mutas, especially against the corsair/reaver playstyle. I think it's perfectly OK to trade your hydras for reavers as long as you don't lose drones. But your goal shouldn't be to kill the P players with them. You are just buying time for the lategame tech.
