When it comes to a huge studio with hundreds of people, plus hundreds of uncredited contract workers, the scope is well beyond what a handful of people are doing.
I mean how is a texture artist, or a level artist, or a sound engineer going to know that the engine isn't optimized or the UI is cluttered?
They don't get to play the game in any sort of finished state (if at all), they're only ever working on a testbed where they load in assets to make sure the engine can import the files and then push their contribution further along the pipeline to be incorporated into the game by someone else.
