The part is about predominantly about Fate, how it is unchangeable. But also about how the fight against it isn't futile and how running away from fate is futile. The Boss is a character who runs from fate and thus his stand is one that gives him the power to legitimately cheat fate by being able to see his immediate fate and change it, as well as erase the immediate fate of others.

Epitaph allows him to physically evade incoming situations. Erasing the time would still leave him with the effect of getting blown the fuck up. If a bomb was going off and he foresaw it he'd just haul ass, maybe erase time to fuck somebody else near him over.
