3D models aren't typically anywhere as detailed, plus you can use various "base" models and simply adjust and add to them depending on the character. Then you rig the model to perform animations and adjust those so they don't look awful. I mean clipping still exists in 3D games in 2019.
3D games can look good, definitely, and not all 2D games look good. But good 2D is harder to make than good 3D.

Sprites emerged from limitations that no longer exist. To be a good sprite artist you need to be good at 2D drawing already, and then specialize into figuring out how to make stuff look good with little squares. This is all for a niche appeal towards a group smaller than the one that’s happy with normal 2D art. There just isn’t an incentive for it beyond some guy wanting to draw with pixels.

Then you have companies like SNK and Arc System that used 3D models for reference/tracing to keep things uniform in their 2D games (KoF XII/XIII and BlazBlue). Then Arc System went on to go full insanity with GG using 3D to mimic 2D.
What are the most impressive sprite-centric games made in like the last five years? I remember that Owlboy looked nice but I never got around to playing it.
The trick is to rig a 3D model and then just trace over it, preferaby with an automated program that just does the base. Then add little details on top of that.

The style itself screams "trying too hard" as a result of being overdetailed for no additional value. By trying to not look amateurish it just looks uncanny. This is most easily summarized as cringe because that's how you feel when you see such an embarrassing waste of effort. I’m still pretty shit myself but udemy has some good courses for beginners. Just make sure to check a fair number of reviews first. And don’t buy unless they have a sale where the hundreds dollar classes are like ten bucks (they have these sales like 50% of the time).
There’s probably good free courses on youtube but putting down ten dollars was supposed to help me with the commitment of sticking to it. Kinda worked, stuck with it a while and want to go back but things have been hectic and I’ve been busy.

A lot of it is what they chose to draw.
Warping the battlefield to brilliant blue nebula where you're flying over a rolling, shattering asteroid with gem-like fragments getting pulled into the center star system is an INSANE idea.
Drawing it just made it easier to render. Making all of that 3D would have been very tough to nail properly.
Most modern Western cartoons are made in Flash and use tweened animation where a computer generates inbetweens. Japanese anime and higher quality western animation uses outsourced animation studios solely focused on generating inbetweens usually Korean or Chinese. The really good animations are all done in studio and are enormously expensive and take a long time to produce.

If you want sprites but still want the speed of 3d models, there's always the DKC-style approach of making 3d models and then turning each frame into a sprite. Doom did this with digitized real world models as well. This makes for quality sprites but a large variety of animations can more quickly be produced.
If I recall, KOF/Street Fighter (and plenty of other games) used the technique of basically 2d animating via real drawings the characters, then producing the pixel art over those drawings.
