To the corporate suits that fund most western games, making a game sell is a gamble, not a science. You can adjust the odds here and there but it's still basically luck to them.
So when the budget for a game is so huge and they need to recoup that cost AND THEN SOME, they try to minimize risk. And what's less risky than copying something else that's successful? On top of that, what's less risky than a big advertising push that will ensure people know about your game and maybe you can trick them into buying it too

Like with movies, where a B-movie is really low-budget, and only really existed so that production conglomerates could sell you a "night at the movies" with a B-movie, a main feature, and some short features or cartoons. God I wish games would take that route.
Of course now "AAA" refers to a $200m monstrosity and "AA" means "something that didn't obviously cost more money than a full motion picture to make". But I think my descriptions are closer to the level of healthiness the industry should strive for, and under it AAA has existed since at least the PS2 days.
