Legacy of Kain is also fantasy, crucially. The world did a good job of separating the game from real politics, rather than stopping the vampires from commenting on politics. Also it's not really a vampire game in the traditional sense; you're not hiding in the shadows as much as tearing everything down and creating your own world (or in later games, the result of that world).
Because a bunch of secret societies living beneath the surface of society and preying on the weak is pretty much built to say something about, like, societyman. It's a pretty ingrained part of the very concept. Whether it's those evil old men who steal women's purity or ebil capitalists succing society dry, it's always been an element.

Hellsing was the first manga I ever bought as a kid, on a whim because I liked vampires at the time. I'm glad my mom never looked too deep into it, because damn.
