And they already modeled his pants for the first outfit. They chose to recolor his legs instead of just reusing the pants from the original model.

The complete lack of hats for non-Pokemon characters forced me to main Mii.
And then they cut the straw hat and hibiscus in Ultimate, so I can't even match with Jigglypuff anymore
