In interviews Araki doesn't really come off as dumb or forgetful or anything. ARAKI FORGOT is just a fucking meme. He's straight-up said in interviews that he doesn't tie himself down to almost anything in his stories, and will always go for what makes for the more interesting / compelling narrative. Sure, some of the inconsistencies / dropped powers were probably legitimately forgotten,but i suspect the majority of them were dropped instead to make the story more interesting.

It depends on a stand. Diamond is Unbreakable is perfectly consistent, as are others like Sex Pistols, Sticky Fingers and Echoes. Part 3 are ridiculously so, since all the main party stands were insanely simple, "can control fire", "punches fast" or "punches slower but with more range".
Villain stands can basically do whatever, since they are for the most part one-off encounters. It's when main party gets weird shit like Gold Experience that people start thinking what the fuck is going on.

Yea no, I like jojo because aside from some asspulls (almost everything Joseph does and GER) the characters actually struggle in battle and need to use their limited stand ability to defeat stronger enemies unlike every other battle series that has the main character learn a new power or zenkai boost to beat them. Josuke doesn't actually heal when you think about he. Crazy Diamond REVERSE the target to it previous state. It a time stand. His grand dad dying fit perfectly with this idea. Josuke can only reverse the body, but the soul was damage enough that it can't be reverse and granddad past away.

Does it though? Power creep would imply that stands keep getting stronger as the manga goes on, but I would still say that Part 3 had the highest concentration of overpowered stands.

I think Hol Horse was never budded since he tried to kill Dio out of his own volition. But we do see that with Polnareff that it is possible to break the bud's influence through willpower, so it's possible that Hol could have done so as well. As to why Dio didn't just kill him, he shown that he respected Hol Horse for being a professional killer and just wanted to see if he actually would pull the trigger.

Giorno is the most OP motherfucker in the entire series if you count Requiem.

Even if you don't count requiem he is still up there as one of the most overpowered. Fucker gains and almost immediately stops using more powers than 95% of stands have. (reflecting any damage done to the nature he creates, hyper-charging people's consciousnesses). Nevermind the almost unlimited potential of turning shit into dumb nature shit and being able to heal life-ending injuries. Hell, it's entirely possible that he literally brought Bruno back from the dead. Although I attribute that far more to will-power.

The only benefit of Giorno's heals over Josuke's though is that he can heal himself. Josuke heals people back to 100% instantaneously. Giorno has nothing on Josuke's feat of healing Hayato back to full after he gets exploded into chunks.
