The true answer is always the economic one. And in this case, it's China. The Chinese government is very strict about what can be depicted in video games, and titties, gambling, skeletons are all illegal to be depicted in games, so some devs and companies are bending over backward to make their games sellable in China. Twitch has Chinese interests invested in it, so they had to pull the stream lest the Chinese investors pull out because the government is on their ass for spreading "immoral" content.
