SH2 is a great game, but it's still supposed to be a survivor horror game, or more like a psychological horror game, and while it does psychological stuff very good, it is not a great horror game desu
SH1 on the other hand is pure terror, it is a survival horror game and it is perfect at that, even though the survival part mostly shines on harder difficulty settings, but it is horrifying as hell, so it's closer to a masterpiece than SH2

He was unfamiliar with traditional horror cinema but was knowledgeable in typical occult trappings and was a huge fan of David Lynch.
He was also obviously a big fan of Stephen King. So instead of a (at this point overdone) psychological horror, he was primed more for surreal or lovecraftian horror.
Trade in the King influences for ripping off Jacob's Ladder and you have SH2.

truth to be told, I missed it when it came out, but looking back at it I still don't see why was it so special, was it because of the physics? story? it has cool stuff in it, but I still don't get it, I mean sure, MP1 is still one of my all time favourite to this day even though you can say it aged poorly, but you can still tell how much care and love were put into that game, the whole bullet time thing, the unique way they handled "cutscenes", the character of Max, it's easy to see how it became so loved and famous
