I honestly think mgr2 will be in 2020 or 2021. Konami aren't fucking dumb, and they could work on some other projects while rising 2 is made and released. (+ all the Konami staff who worked on Rising 1 are still at Konami, including the director and writer, the charadesigner also have a good relation with them since he designed some unique gears for survive.) by platinum.

The combat and mechanics get deeper as you play it. You even unlock skill trees and secret bosses when you finish the game. Don't buy it if you don't have friends though, because co-op is a huge part of the game. Despite it having single player campaing a lot of items can only be unlocked by completing challenging co-op missions and its hard to find randoms to play it with these days.

But Kamiya had nothing to do with MGR. He was working on Wonderful 101 at the time.
The fact though is that Platinum right now is working on a bunch of titles at the same time, so i can't see the start of any development until at the very least Astral Chain gets released. But considering Konami would only have to slap in their logo and pay minimal part, i can see them contacting Platinum to do MGR2 in the near future.

I didn't know that, I always assumed Kamiya had a hand in all Platinum games cause I'm not well-read about them.
Rising 2 though, fuck I want it to happen. Even if it ends up being disappointing, the hype alone would be worth it. It's exciting just imagining what kind of cheesy lines they could have Quinton Flynn say in the reveal trailer.
Fun fact, Rising 2's former director went on to work on Nier Automata. So you can say that is as close of a Rising 2 you're going to get.

Nier Automata was a great game, but it had a huge flaw that I don't see people mention very often - the obscene lack of enemy variety. I haven't played it for a while but if I remember right every enemy in that game is a variation of the bobble-head looking robot that you meet in the first level. The only exceptions are the bosses, Simone, Adam&Eve, the Goliath models and Emil. Other than that just hacking through bobble-head toy after bobble-head toy.

The way it is coded makes it a bit complicated to work with, and it would be extremely difficult to make it work natively on anything that isn't a PS3.

I love 4, but to me the story of snake ends at 2, and big boss at PW. So to me a vita is a great MGS machine because you can play the MSX games, MGS, MGS 2-3, and portable ops and pease walker without clawing. I'll still keep my PS3 around for MGS4 and armored core 4 though.

They probably woudn't fail. Most of the staff are some old Kojipro guys, and they could have Murata to replace Kojima. Capcom aren't that different from Konami in reality. And Konami seem to follow their step based in the recent changes in the company. (full restructure of the vidya branch + creation of a new studio + more games made last year than a long time ago (and it was before the restructure.)) also they are less in the pachinko business.
