Shigaraki was perfect, he hated society and All Might. Deku loved society and All Might, no matter how hard both of those things kicked him in the nuts. In vessel terms, Deku would have been the biggest failure out of all of them. Dabi burning down the orphanage is less of a failure because at least he still hates everything.
