It's almost like he wrote it to make readers feel uneasy about the whole "humanizing the villain through love" thing they can't get enough of, making the villain so inhumanly evil towards everyone--especially the girl who falls for him--that he comes full circle.

That's not all: this girl was a submission for an OC contest. There were four others who were picked, and they all got off comparatively easy.
The closest any of them got to that kind of dark shit was the one Tumblr-type dark-skinned girl with freckles, a pink fur coat and heterochromia; the whole reason Mashima came up with for why her eyes didn't match was because she had one ripped out in a deadly game of strip poker.
Definitely the latter, the girl wasn't the primary objective, and they only found out she was there after they started attacking the antagonist's base.
BTW, the official translation for the afterword revealing what Mashima has in store for Elsie and Justice went with a different phrasing that made it seem less bad: instead of "unfortunate fate", it's "star-crossed destiny".
