That's basically how all anime designs were from 1998-2008. Before that, all girls had small asses and tits. Around 2007-2008, a lot of doujin artists started experimenting with thicker designs. It proved popular and anime soon caught up.
It's very hard to break centuries of beauty standards. And Japan has always thought small and skinny is the ideal. It still is with most people. It's just the anime and game fans who are getting into something else.
