Its true to some extent but the problem is the execution, you aren't meant to be fully aware of how childish Garou's mindset is until Saitama points it out. It's meant to be a general 'sad backstory and I'm angry now because of it' kind of thing, but with the heightening tension of Garou becoming more monsterish and evil and defeating the heroes the reader gets drawn in to that heavy serious feeling too up until the point where Saitama bluntly cuts in and lays the truth that he 'wanted to be a hero' out like he's talking to a five year old.

In the manga's case it's already painstakingly made clear what the issue is + has already shown Garou to be too goofy/nice of a person for that sort of blunt truth of his real wish to be impactful in the same way.

Not really, or at least it goes to a 2nd layer of taking issue with how fundamentally insane the setting is and why the "heroes" suck ass for selling the lie that people will be protected. It's like putting an ugly rug over a pile of dog shit, and the pile is gradually getting too big for the rug to completely cover anyway.

Of course this is kind of moot with the MCU multiverse shit going on.
