Gag manga is made with the timing of manga panels in mind. You can definitely adapt it to anime well but it's really not just the gags but the act of reading the manga itself is part of the joke
It is not like he never smile. Being a desperate dude is his main appeal.

Actually, quite yes. Everytime he being happy and cheerful, something horrifying happens right after. It is a recurring gag if you follow this series further.

If you read the ending in the manga, you will understand why he is such a doom and gloom factory. The only person he precious the most died right in front of him and that was not something a person like Nozomu could take easily.
