It is a different team, but you also have to be realistic:
a) episode 1015 is just one episode but it was an important milestone chapter, so they went all out. The whole show isn't going to look like that. It would break the animators in half.
b) We've only seen like 1 minute of the movie and it's still three months away from release. I think it'll probably have specific scenes that are very well animated, like you expect from a movie, but normal scenes don't need to look special.
