She's never a major player, but she's always the one behind the scenes causing things to happen. She prefers to act indirectly each time, just pushing Shamiko into motion.
She could just be "of his bloodline" rather than literally him, since we've seen Anri's family already. But there's too much about her already for it to be nothing.

There's also plenty of early on foreshadowing. Shamiko always saying Anri is an assassin. Anri seems to know everything in town, even impossible things. She's the one who tells Momo about all of Shamiko's curses when even Shamiko doesn't know. Shamiko never realized why it would be odd for Anri to know about that.

This all is irrelevant to the point. The reader has no reason to feel any attachment to those characters, so propping them up as the representatives of the third faction is impactless. We already have a seemingly-normal-if-slightly-odd girl who is revealed to hold deeper significance in Ogura. Pulling the same trick twice would not have the same effect. In fact it is so obvious I'm more inclined to believe it's just a red herring on ito's part as from everything we've seen that heavy handedness is unlike her. And this is not to say that Anri or the mentioned foreshadowing will not hold some significance going forward, but in my opinion elevating yet another character into the Light vs. Dark conflict (or perhaps a greater conflict yet) and erasing the last connection to the mundane the reader can be expected to have even a passing interest in would be a narrative misstep.
