Even illya removed all the fanservice later on, the first 2 seasons and OVAs are the right mix of light hearted fun and fanservice, but once the series went full on "muh dark and edgy/serious" on the third season and movies the fanservice was removed on it's entirely.

Nanoha got popular and became the model for the next decade after CCS. But that being said, CCS was already a stand out title compared to the other mahou shoujo of its time. CCS was literally made to be a throwback to 70s mahou shoujo. While everyone else was copying Sailor Moon.

Cause I was under the impression that 80s mahou shoujo were little girls transforming to an older version of themselves and becoming pop idols and it was Sailor Moon that made the genre more action oriented. So to me, CCS also feels like a copy of Sailor Moon.

Stuff like Sally chan, Akko chan, Mako chan, Minky Momo and so on were basically like CCS. More slice of life, romance and episodic focused. CCS doesn't have transformation sequences or Sentai fights like Sailor Moon. But even beyond this, the main focus of CCS is not magic. The collecting of cards and magic is the sub plot to the slice of life and relationships. Early mahou shoujo shows were relationship slice of life shows that just happened to have magic. Just like Bewitched and I Dream of Jeanie (their inspiration).
You can also say the focus of Sailor Moon is more the slice of life stuff than the action. But Sailor Moon added more action. And then many shows after that put even more focus on action. Mahou shoujo slowly got more and more like shounen.
